Zachary D’Argonne

Zachary D’Argonne is the chief executive officer for Eastern Plains Healthcare Consortium (EPHC), a rural health association in Colorado that specializes in advocacy and hospital sustainability. In addition, he serves as a consultant with Stroudwater Associates, where he advises rural hospitals nationwide on financial strategy, operational performance, and telehealth adoption. Zachary spent his early career with Health Corporation of America where he held various roles. Zachary earned his master’s degree in clinical social work from Columbia University and his bachelor’s from The University of Denver.

Brian Miller

Brian Miller

Brian Miller, CEO, Dewitt Hospital and Nursing Home, has more than 35 years of experience in the field of healthcare, including mental health, acute care and long-term care. The knowledge he’s gained covers the spectrum from admissions to the boardroom. For the past 8 years, he’s been the CEO of Dewitt Hospital and Nursing Home. During the past 16 years, Brian has also been a certified assistant high school baseball coach at Woodlawn High School where the team has secured eight state championships.

David Mantz

David Mantz has served as CEO of Dallas County Medical Center in Fordyce, Arkansas, since 2022. With more than 40 years of healthcare experience, he leads the organization’s strategic, operational, and financial initiatives to strengthen access to high-quality rural healthcare. Before joining Dallas County Medical Center, Mantz served as CEO of Chicot Memorial Medical Center and held executive leadership roles with Mainline Health Systems and Salina Regional Health Center.

Jose Valero is a leader in healthcare analytics and financial management. He specializes in data-driven solutions for RHCs. For more than 25 years of experience, Jose has helped thousands of providers enhance reporting, billing, and operational efficiency. As the founder of dashboardMD Analytics, he helped RHCs improve compliance reporting and revenue optimization. Today Jose and dashboardMD are part of Azalea Health where Jose serves as vice president of solutions engineering and analytics.
